I have 2 monitors, Asus VG27AQ3A plugged with DP port and HP L1908w plugged with a HDMI to VGA. I even tried "ddcutil setvcp 10 100 --display 1 --sleep-multiplier .5" instead of restarting kwin_wayland but it didnt work. Both monitors stay in dimmed state, restarting the powerDevil service doesnt do anything too.
