I can confirm this is a kernel bug, and not an issue with KDE. Kubuntu has been
tracking this issue for a few weeks, and it's almost certainly Intel i915
related on low-power Intel CPUs. Besides rolling back the kernel, it is highly
likely that tweaking the more aggressive power saving parameters in i915. In
particular, Key i915.enable_fbc=1 (framebuffer compression), i915.enable_psr=2
(panel self-refresh), and i915.enable_dc=2 (display C-states) to reduce idle
power draw. Also see i915.mitigations. psr and fbc are the place to start.

There was some concern about display stability noted in

bug](https://bugs.launchpad.net/ubuntu/+source/linux/+bug/2161881). However,
because we do not have low power CPU variants, it does not appear that any of
our systems have been effected.
