Affected service menu which has X-KDE-Submenu set
DESCRIPTION
Service menus with X-KDE-Submenu set are no longer appearing in context menus,
neither at the top level nor in the Actions submenu. They will still appear in
Dolphin's context menu settings page, but enabling them there has no effect.
Removing X-KDE-Submenu from the affected service menu will allow it to appear,
naturally without the desired submenu.
STEPS TO REPRODUCE
1. Create a service menu with X-KDE-Submenu set.
2. Enable the menu in Dolphin's context menu settings.
3. Open a context menu where the service menu should be present.
OBSERVED RESULT
The service menu submenu is not present in the context menu. Removing
X-KDE-Submenu from the service menu will allow it to appear without the desired
submenu.
EXPECTED RESULT
The service menu submenu should be present in the context menu.

ADDITIONAL INFORMATION
I have attached one of my service menus which is affected by the issue. It adds
3 actions in a submenu named "Re-encode for sharing" to all video file types.
I believe this issue appeared after updating to frameworks 6.29. I've
reproduced it in Dolphin 26.04.3 and 26.08.
