DESCRIPTION
While in rectangle screenshot capture mode, it appears like there's an
(incomplete?) feature for adjusting the capture position with the arrow keys.
If you hold Shift + arrow keys, the capture magnifier appears and moves
according to the arrow keys input. It also seems like the movement is accepted
even if you don't hold shift which you can confirm by releasing Shift, using
the arrow keys and then holding Shift again to see that it has moved.
The issues with the feature is that the crosshair and magnification rectangle
#1) doesn't actually do anything, because the capture begins when you use the
mouse left-click, whose position is not affected by the arrow keys and #2) it
always starts in the 0:0 pixel of your left-most monitor, instead of at the
mouse cursor
STEPS TO REPRODUCE
1. Meta + Shift + S to open Spectacle and start a capture
2. Place your mouse cursor at the capture target location
3. Hold Shift + arrow keys
OBSERVED RESULT
The magnifier appears near the top-left of your monitor, and the crosshair is
right on 0:0 pixel, while the mouse cursor stays in its original position and
is not affectd by the arrow keys
EXPECTED RESULT
Crosshair should appear exactly where mouse cursor is. Mouse cursor should move
when arrow keys are pressed 1 pixel at a time.
