Currently System Settings → Region & Language exposes separate settings for
Numbers, Time, Currency, Measurement Units, Paper Size, etc.

This is flexible, but makes a very common configuration unnecessarily
cumbersome: using one language for the desktop and applications, while using
another locale for regional formatting.

For most users, Numbers, Time, Currency, Measurement Units, etc. will all
correspond to the same region.

I suggest adding a top-level Regional Format setting alongside Language:


Language
    English
Regional Format
    <region>
[ Advanced Settings ]


Selecting a Regional Format would set the individual regional categories
accordingly. The existing individual settings would remain available under
Advanced Settings for users who need different locales for Numbers, Time,
Currency, etc.

The main motivation is to make the common case simple without removing Plasma's
existing flexibility.

Windows makes a similar distinction between display language and regional
format. Plasma does not need to copy that UI, but I think the same conceptual
separation would make Region & Language significantly easier to configure.
