Upon further investigation, I think this bug is actually at the systemd level.
When it fails, I try to run

systemctl suspend-then-hibernate

I get the following error:

Call to SuspendThenHibernate failed: Sleep verb 'suspend-then-hibernate' is not
configured or configuration is not supported by kernel

I think my previous attempt at disabling hibernation was not thorough enough as
I should have changed the KDE Power Management settings first.
