DESCRIPTION
'Change opacity' Window Actions adjust opacity at a fixed percentage per step.
Stepping window opacity up or down configuration can not currently be adjusted,
outside of defining hotkey/input triggers. We should be able to configure a
preferred step percentage for more granular control of window opacity.

STEPS TO REPRODUCE
1. Enable a 'Change opacity' Window Action. For example; Window Behavior >
Window Actions > Inner Window, Titlebar and Frame Actions > Modifier Key: Meta
> Mouse wheel: Change opacity > Apply
2. Hold the modifier key, Meta, and with the cursor on a window, scroll up or
down to adjust Window Opacity.

OBSERVED RESULT
The increase/decrease in window opacity is fixed, to adjust the window opacity
to a percentage between any two steps is not possible with this configuration.

EXPECTED RESULT
A configuration option in Window Behavior to adjust the Change opacity step
percentage to user preference.
