What does "nature of the underlying technology" mean exactly?

Software rules aren't as persistent as physics rules.

In the past, KDE 4 offered a better solution to the problem in the sense that
the formats were fully customizable and were independent from the user's
location on the planet. KDE 5 took the wrong approach: Instead of providing two
panels (simple settings and advanced settings) in "System Settings > Formats",
it completely forgot about the advanced settings and provides just the simple
settings.
