STEPS TO REPRODUCE
Try to create an account for a guest or friend without showing your user
session.

OBSERVED RESULT
It's not possible. You'll have to show them your messy user session, which in
this use-case defeats the purpose of having a password.

EXPECTED RESULT
Re-use most of the code from *System Settings > Users* in order to allow people
to create users from the PLM screen with password confirmation without having
to fully log into their session, or use Terminal commands.
