WirePlumber is responsible for saving and restoring device volumes, and when the previous volume cannot be restored, it falls back to the default sink volume of 40% . The Debian PipeWire documentation also explicitly documents the volume being reset to 40% after logout. However, this should be fixed. The user's previously configured volume should be restored after logout instead of falling back to 40% volume. This is a loss of user state.
