Okay, then this feature already exists under Filter → Start G'Mic as
"Select-Replace Color" under the "Color" category. "Selected Color" is the
color you want to replace. If you want it to replace the color on the image
directly like in the video, change the "Output As" to "Replaced Color".

If that filter needs other features, it probably makes more sense to request
them from G'Mic, rather than Krita implementing it from scratch. Their purview
is general image editing anyway, so it fits better there than into a painting
program.
