Yes it is. I created an empty panel on the left-top of a screen, very wide (it initially was made for a 4K screen, but when I added an FHD one, I kept its size as it was -- I'm still very sad that plasma cannot do the same as barrier when dealing with screens of different resolutions). I also made it so that it avoids windows. This has the effects of hiding the panel when a window is near it and, if I move the mouse forcefully to its place, it appears over the window. Full win. It would have been better if I could put the panel top-left instead of left-top, however, but then icons of folders and files inside the folder view are not displayed :( Then I put a folder view inside the panel.
