            Bug ID: 526608
Summary: Keep Above Others doesn't work above fullscreen video
                    or app
    Classification: Plasma
           Product: kwin
      Version First 6.7.4
       Reported In:
          Platform: Other
                OS: Linux
            Status: REPORTED
          Severity: normal
          Priority: NOR
         Component: wayland-generic
          Assignee: [email protected]
          Reporter: [email protected]
  Target Milestone: ---

DESCRIPTION
If you want to have a window on top of a fullscreen application (like a video
game running through Proton, or a YouTube video running in Firefox in
fullscreen), enabling 'Keep Above Others' via the right-click menu on the app
in the Task Manager is not sufficient.

STEPS TO REPRODUCE
1. Right click the app you want on top and enable 'Keep Above Others'
2. Fullscreen another app
3. Your app will be hidden underneath

OBSERVED RESULT
'Keep Above Others' app goes below the fullscreen app

EXPECTED RESULT
'Keep Above Others' app should be above any other app, including fullscreen
apps.

SOFTWARE/OS VERSIONS
Operating System: Fedora Linux 44
KDE Plasma Version: 6.7.5
KDE Frameworks Version: 6.30.0
Qt Version: 6.11.2

ADDITIONAL INFORMATION
There is a workaround. If you set the fullscreen app to 'Keep BELOW Others',
then that app would be below the app you intended to have on top. This is a bit
annoying, because it doubles the amount of steps needed, and also sometimes you
don't want the fullscreen app below because it can bring other apps that you
don't want to the top as well.
