trash: implement the recycle-bin worker on Windows

Drive the real Windows recycle bin from the trash worker, reading and modifying
it through the filesystem. Each local drive's $Recycle.Bin holds $I metadata
files (original path, size, deletion time) paired with $R payloads (the deleted
file or directory). listDir walks those per local drive; stat, get, del and
restore resolve an item by its $R file name, the identifier used in its trash:
URL; emptying the bin drops the $I and $R pairs. Trashing a local file goes
through the synchronous shell file operation.

The bin is read per drive from the filesystem rather than enumerated through
the
aggregate recycle-bin shell folder: that enumeration walks every drive's bin
internally and can stall, with no way to time it out, on a drive that is not a
ready local disk. Network drives, drives of unknown type, and drive letters
that
do not resolve to a \Device\HarddiskVolume device are skipped for the same
reason.
