I was able to jank my way out of getting subpixel rendering in apps and on my panel by deleting /etc/fonts/conf.d/*. Now it remains that SDDM, the desktops overview, and the Krunner accessed from typing on the desktop (search bar is good, results have subpixel rendering) still have subpixel rendering. Krunner accessed from the Meta key shortcut on my panel does not have subpixel rendering.
