            Bug ID: 526820
           Summary: libx264 encoder signals H.264 level 6.2 (time_base
1/1000, no framerate), so hardware decoders reject the
                    stream
    Classification: Frameworks and Libraries
           Product: KPipeWire

src/libx264encoder.cpp patch

Disclosure: patch and text drafted with an AI assistant; testing and
verification done by me.
System: MX Linux 25.3 KDE (Debian 13 trixie base; not in the OS list), kernel
7.2.8-2-liquorix-amd64, Plasma 6.3.6, NVIDIA GTX 1080 Ti (libx264 software
encoding).

LibX264Encoder::initialize() sets time_base = 1/1000 and no framerate, so x264
assumes 1000 fps and picks level 6.2 for a 4K desktop:

    [libx264] MB rate (32400000) > level limit (16711680)
[libx264] profile Constrained Baseline, level 6.2

Windows' Remote Desktop client (mstsc, hardware decoding) rejects this. With
krdp it shows "protocol error" and disconnects.

Setting a nominal framerate (60) and level 5.1 fixes it: GPU decoding works and
the error is gone. Tested on 6.3.6; the patch against master is attached but
hasn't been built.

Moved here from bug 526199 (filed under the wrong product).
