STEPS TO REPRODUCE
1. start Vivaldi browser last version (as of now) 8.2.4133.84 , chromium base
152.0.7977.160
2. go to bugs.kde.org
OBSERVED RESULT
error: "Forbidden
You don't have permission to access this resource.

access the site

Already contacted Vivaldi and their responds is "This is something you will
have to
contact KDE about. They are actively blocking Chromium ESR 152 browsers, like
Vivaldi 8.2. Fully up to date ESR 152 browsers are still being security
patched,
so they should be accepted"
