DESCRIPTION
When an input method such as fcitx5 shows its candidate window on the Wayland
input-panel-v1 path, KWin reports the virtual keyboard as visible
(org.kde.kwin.VirtualKeyboard visible property == true).
plasmashell's Panel.qml de-floats floating bottom panels whenever
KWinVirtualKeyboard.visible is true, so the panel flickers between floating and
docked everytime fcitx5 candidate panel appears, even though no on-screen
keyboard is present.
STEPS TO REPRODUCE
1. Plasma Wayland session with default bottom panel with floating enabled
2. Make sure no window is touching the bottom panel, and the bottom panel
floats
3. Focus a text field in a Wayland-native app that uses the fcitx5 wayland (v1)
frontend (e.g. KWrite, Konsole). Do not maximize it; keep it away from the
panel. The panel keeps floating.
4. Activate fcitx5 (pinyin) IME and type so the candidate window appears.
OBSERVED RESULT
While the candidate window is shown, visible on org.kde.KWin /VirtualKeyboard
becomes true and every bottom panel de-floats. When the candidate window
closes, visible becomes false and the panel re-floats. This happens regardless
of where on screen the candidate window is.
EXPECTED RESULT
The panel's floating state should not be affected by typing. When no window is
touching the panel, the panel stays floating while an input method candidate
window is shown, and keeps floating after the candidate window closes. The
panel should only de-float when an actual on-screen keyboard appears.

ADDITIONAL INFORMATION
- Related to the recently added behavior of factoring vkbd state into panel
floating (plasma-desktop MR 4056, bug 515103).
- Local workaround I'm using: patch Panel.qml to drop the || (bottomEdge &&
Keyboards.KWinVirtualKeyboard.visible) clause. This fixes the flicker but also
disables de-float for real on-screen keyboards, so a proper KWin-side fix is
preferable.
