Pushed by vladz into branch 'Plasma/6.8'. outputconfigurationstore: allow generating a completely new config findSetup has a guard to prevent disabling outputs that cannot be disabled. When it rejects a setup that would disable the output, a new setup is generated with generateConfig. That method however calls findPartialSetup, which would find the exact same config that findSetup just rejected, and so the output ends up getting disabled anyways, and the output configuration gets rejected. To fix that, simply disallow complete matches in findPartialSetup.
