Bug ID: 527519
Summary: Add a "non-exclusive" toggle to shortcuts so focused
applications can still receive the input

DESCRIPTION
Please allow shortcuts to be assigned without consuming the key input.
The use case is to let users bind a key to a shortcut while still allowing that
key to be used normally in other applications.
A common example is gaming: a user might bind V to push-to-mute in their VoIP
app while also using V for push-to-talk in-game. This allows them to mute
themselves in the voice call while speaking to their teammates in-game,
preventing anything intended only for their teammates from being heard by
everyone in the call.
STEPS TO REPRODUCE
1. Bind V to Push-to-Mute in a VoIP app.
2. Bind V to Push-to-Talk in a video game.
3. Press and hold V while in-game.
OBSERVED RESULT
The VoIP app mutes while V is held, but Push-to-Talk does not work in-game.
EXPECTED RESULT
The VoIP app mutes while V is held, and Push-to-Talk works as expected in-game.
