DESCRIPTION
Trying "Create New Folder" action when the device I/O is overloaded, gives the
reason 'Permission Error' instead of telling the user they need to wait

STEPS TO REPRODUCE
1. Have a big slow HDD
2. Overload it with multiple parallel write operations
3. Try the “Create New Folder” action in Dolphin (you can use the keyboard
shortcut or the right click menu, everything should work)

OBSERVED RESULT
1. A bar pops up on the top of the view, saying, "Cannot create new folder"
with the reason stating that the user does not have the required permissions

EXPECTED RESULT
- The correct reason should be stated
