Klipper: Run action on selection that is not saved in history Previously, whether an action popped up on selection was governed by whether selection was saved in history. But these are independent settings, we should not force people to save selection in history when they want to use this feature on selection. The configuration window also said that the pop-up menu would be shown "immediately on selection", which was not true when they were were not saving selection to history. So this introduces a new setting into Action Menu that decouples those settings and does not fail its promise. Old settings are migrated so people keep their config. This also cleans up the relevant code a bit. It removes a stale sentence from the config window and now irrelevant comments about XFixes and squashing two variables into one: they tracked for each buffer separately what was last acted upon, but this is no longer a concern on Wayland.
