This looks intentional. "Show buttons for" means exactly that. Show the thing selected as buttons. Selecting "Power" shows buttons for Power (Sleep, Restart, Shutdown). "Session" is shown as an expandable menu Selecting "Session" shows the Session items as buttons (Lock, Logout, Switch User).
