applets/Timer: better handle suspended state

Timer has Start and Stop actions, although Stop behaves more like pause:
the currently remaining seconds become the new timer duration, and the
user can continue at any time. In this state (even called suspended
internally), the full timer in the fullRepresentation will blink.
However, in other cases, we treat this like a full stop; in particular,
the progress bar is reset to the beginning - we're no longer on minute
15 of a 30 minute timer, but on minute 0 of a new 15 minute timer. This
is surprising.

Unfortunately, we need a new configuration key for a suspended-at state,
as we only save the running second in the remaining timer, the time that
second measurement was taken (to get the correct elapsed time if Plasma
restarted) and the total duration of the timer. if we use the existing
running key, we would lose either the persistence of the suspended state
on Plasma restart, or the ability to continue a runnung the timer
somewhat accurately through Plasma restarts.

So we add a new configuration key that tracks the position at which the
timer was suspended, -1 if none. This allows us to restore both states
correctly.

Note that if the user pauses the timer, changes it by scrolling over the
fullRepresentation, then quits Plasma without starting the timer, the
new value will not be saved, but this is existing behavior - timers are
only saved when started and stopped (or reset), not when the value is
changed manually without running the timer.
