No, we are not truncating bytes; we are truncating string characters.
Where does this come from:

ENGINE=InnoDB DEFAULT CHARSET=utf8mb4 COLLATE=utf8mb4_0900_ai_ci

We do not use utf8mb4, which significantly limits the set of possible
characters.
