STEPS TO REPRODUCE
Add the transform effect to a video in the timeline.
OBSERVED RESULT
The effect is added, but the effect pile doesn't show anything until the video
is clicked.
EXPECTED RESULT
Adding the effect should also make the effect appear in the effect pile.
