Pushed by ngraham into branch 'master'. applets/taskmanager: allow scrolling tooltip with vertical wheel ### Reason for the change The task manager grouped task tooltip can become scrollable if the user has many windows of a particular app open. On a horizontal panel, the tooltip will also have a horizontal scrolling direction. This works fine on touchpads, with push-to-scroll, or on the rare mouse with a horizontal wheel. But the ubiquitous vertical wheel does nothing. Unfortunately adding a second Kirigami.WheelHandler that handles the other direction to the the ScrollView or ListView does not work, as they conflict with the one that's already there from PC3's ScrollView. But we can do a somewhat less elegant version and put the handler in the delegates. This works fine even when scrolling across delegates.
