Scheduler: restart aborted or failed "On" jobs until their end time A job with an "On" startup time was considered to have missed its start once that time was more than 500 seconds ago. This also applied to jobs that had started on time and were then aborted or stopped by an error, so they were never restarted, whatever the aborted job management settings, and the scheduler reported "cannot run because: end-at time" although the job's "Until" time was still far away. For example, a job on 19:00 until 20:50 whose guiding stage timed out after 5 minutes could not be retried after a 180 second delay. A job that was aborted or failed after its start time no longer counts as having missed it. The aborted job management settings and the job's constraints, such as its end-at time, decide whether it restarts. Jobs that never ran still miss their start as before. Add a unit test, and a mock-module test where guiding never converges, the job ends with an error and must be restarted after the error delay, for both an ASAP and an "On" job. The mock guider can now be kept calibrating.
