kde-gtk-config seems to be manually writing out configs instead of using
KConfig
Refer to

The GTK engines seem to read the settings from /etc/xdg/gtk-2.0 and
/etc/xdg/gtk-3.0 at the very least if not from all of the XDG_CONFIG dirs.
Therefore kde-gtk-config should also take those settings into account.
