This bug is against kruler "version 5.0" in the 5.8.7 LTS Repository. (That
choice was missing above - should it be added?)
KDE Plasma version: 5.8.7
KDE Framework version: 5.32.0
QT Version 5.6.1
Problem is that if you launch "Configure KDE Screen Ruler" >> "Advanced" and
then *untick* the "Always on top" box and then click "Apply" or "OK", it will
work for the remainder of the time the app is running, but then next time you
start it, it will again be in "Always on top" mode even though the box will
show as unticked.
In short, there's no way to permanently save a preference that you don't want
it on top of all windows - you have to reconfigure it do to that every time you
launch it.
