@Thomas: there simply is no usability problem here. This feature exists for >
10 years (which also means I did not design or implement it) and works with the
constraints for the same time. This must have been broken with Kicker as well
(yes I talk of KDE 3 here). This is the first bug report for this problem. To
me it means it is not a problem which users will hit likely.

This means it also doesn't make sense to invest time into it. Sorry, but we
have more important things to fix. Lots of them.

I can offer some solutions:
1) remove focus stealing prevention HIGH and EXTREME. Reasoning: we are not
able to make it work in a Plasma session and don't have the expertise to
maintain it
2) We remove the GUI setting and make it an advanced option
3) We show a warning that this breaks Plasma panels if selected

If I would have to pick one I would go for 3 as we do that in other places as
well.

For example if you want to use "Focus Under Mouse" it says that Alt+Tab cannot
work. Or the Compositor settings show a warning when selecting any of the
"dangerous" settings.

Please note that I marked the bug as WORKSFORME before we had misbehaving in
this bug report. There is no punishment going on.
