I also thought about the "add a settings action to each menu" and also thought
about the clutter it would cause :(. (Although clutter seems to me to be a bit
better than otherwise hidden functionality.)

Was the following idea already discussed?

What about adding a general "Settings" item to the system tray (with the
typical gear or screw-wrench icon)? This would lead to:

1) one more (non-empty) item in the tray
2) have the settings directly visible
3) no need for right mouse button; the left would be enough
4) have a place for more than just the System Tray Settings, e.g. (my personal
favorite) a direct access to the Display Settings (which comes in handy for
multi-monitor scenarios).
5) if it was implemented as a QML popup (like most of the other Plasma items)
then one could add other settings related items (like System Settings or System
Info) and arrange them in a nice way (e.g. tile buttons; similar to the
customizable area of the Android drop down settings panel [1], but not
necessarily with the user-customization feature)
