Proxy settings are still not respected, it tries to connect to
"download.kde.org" directly (checked with wireshark).
Workaround in comment 8 doesn't work, Konqueror 16.12.3 does not have a "Proxy
settings". I assume systemsettings' Proxy settings is the one that should be
used.
