Actually, I did, and the mp4 only had the shortened version as well. 
Having Krita not dispose of the PNG frames and running ffmpeg myself 
produced an animated GIF with all of the frames, so it is not an 
inherent problem with the GIF format either.  Everything I've seen so 
far suggests some problem in the way that ffmpeg is invoked
