Nobody is dumbing anything down. Basic security involves running with the
lowest permissions possible. That's why you selectively use sudo when you need
to edit something as root, rather than using into the root account 100% of the
time. This is simply a further extension of the principle: run with normal
permissions until the software requests an action demanding elevated
permissions, and only then do we ask for those permissions.

If some part of the new system doesn't work properly, that's a bug, and we
should--and will--fix it. But note that this particular bug report concerns
KIO, not Kate. Anyone who's having an issue with Kate should file a new bug
against the Kate product. And FWIW, Kate's PolKit support has been working just
fine for me. You can open a root-owned file and then only when you save it are
you prompted for credentials. Works like a charm, no "dumbing down" involved.
