The bug isn't reproducible for me in:
Distribution: KDE neon Developer Edition - Stable Branches
Plasma: 5.11.3

As for removing Alt+F1 shortcut - not sure if this is a bug and that it's
related to this one. Also tried to set activate application dashboard to other
than Alt+F1 shortcuts - meta works with them too.
