I am on Gentoo with a fresh profile on the latest versions of frameworks, plasma and Qt. Very disappointing to see this happening again. It seems to depend on the configuration. It happens on my main notebook with a panel on the second screen. The main panel disappears and the secondary panel appears on the main screen on disconnecting the external screens.
