I can confirm this bug.
Sometimes alt-tab is not working.
Sometimes it works ok.
My settings:
Compositor is switched off.
task switcher:
Show Selected Window: yes
The effect to replace the list window when desktop effects are active: no
plasmashell 5.8.7
distro: openSUSE Leap 42.3
