I think this option has the potential to increase productivity. I used this in
LXDE a lot.

Sometimes you want to keep windows open while minimizing a lot of others, this
would help with that.

Scrolling down should minimize the (Task Manager-)hovered window.
Scrolling up should restore the (Task Manager-)hovered window.

The option should be in the configuration window of Task Manager. It should be
disabled by default.
