Just one question: Does this happens with the KDE4 or KF5 variant (you can
inspect this by opening the menu entry help->"About umbrello") ?
With KDE4 I only can reproduce the case that no menu bar is shown with the
following conditions:
1. /usr/share/apps/umbrello/umbrelloui.rc is not present
2. /usr/share/kde4/config/ui/ui_standards.rc is not present
The first file comes from umbrello installation, the latter from kdelibs4
package.
If they are missing there is something broken with the installation
