Major usability issue for Windows users.

According to https://kdenlive.org/download/ , user is required to "Start
Kdenlive from kdenlive.exe in kdenlive-windows folder, close it and re-open
it."

It is unclear whether this is required only for those who installed ffmpeg
separately or not.

The reason for this is unclear.

Many users will likely forget or not read the instruction. This can lead in
additional reports and more dev time wasted for an issue that needs to be fixed
someday.

1. If a restart is required, the app should force the user to restart.
2. If the reason for the requirement to restart is known, the app should be
made not to be required to restart.
