IMO, the behavior should be like this:

Mouse+keyboard - scroll to zoom, click+drag to pan
Touchpad - Pinch to zoom, two-finger drag to pan
Touchscreen - Pinch to zoom, one-finger drag to pan

Is is possible to differentiate between input devices?
