It's a pretty focused change. +1 for having it in the main menu, and creating an off-by-default toolbar button for small number of people who reeeeeeeally love this feature enough to want to use Gwenview to manually change their wallpaper all the time. I'm torn on the subject of a context menu entry. Gwenview's current context menu is really not that large, and context menus are only used by experts anyway.
