Same issue is happening to me, plasma does not recognize hot-connecting or
disconenecting screens for my Dell Latitude E7470, either using official Dell
Docker stations (HDMI, DVI or DP, 3 different docking models), or miniDP on the
own laptop.
My system is Linux Mint 18 with KDE, 4.13.0.
This was not happening with Linux Mint 17 and KDE 4.x, with my previous
latitude laptop and the same dock stations or HDMI. KDE was keeping the
configurations for the different monitors, and changing the layout accordingly,
to follow the last configuration used with the recognized monitor.
