--- Comment #134 from kde2e...@tromer.org --- This issue persists in plasmashell 5.12.4 + I consistently see 100% CPU usage of plasmashell while the Ethernet connection is waiting for DHCP (which happens to take a long time on my network) and there's a corresponding panel animation in the NetworkManager icon. Running Fedora 28 beta, plasma-workspace-5.12.4-1.fc28.x86_64.rpm, plasma-nm-5.12.4-1.fc28.x86_64.rpm, Intel UHD Graphics 620 GPU. Comment #90 asks not to reopen this bug.
