My system info is the following: kde plasma: 5.12.5 kde frameworks: 5.46.0 qt version: 5.10.1 kernel: 4.16-12-300 When it happens I usually just use xkill and click on the panel to restart it. Sometimes it works. Interestingly I have only seen this behaviour on my laptop Dell XPS 15.
