Reference picture is always on top, so it hides assistants even when using
Assistant Tools (to move or delete assistants).
Reproducible: Always
Steps to reproduce:
1) Create a new document
2) Create an assistants
3) Add a new reference picture (big, to hide a lot of things underneath)
4) Select Assistant Tool and try to move/delete assistants that are below the
reference image
Actual results:
5a) Can't delete or move assistants which "tags" (the things that provides
options to move, delete, change visibility) are underneath the reference image,
because the reference image is on top of them and hides tags, so you can't see
them.
Expected results:
5b) If the Assistant Tool is selected, it should be possible to move or
manipulate assistants no matter where they are, no matter where the reference
image is.
