I am also having this issue with an RX 580 with an Acer Predator XG270HU at
144Hz. Forcing KWin to 144 fps only goes to 100 fps.
I'm on Fedora 28 as well with KDE Plasma 5.12.6.
xrandr reports that I'm running at 144Hz as well.

I'm not sure how to get the kwin support information but I'd love to attach it
if I can get that info.
