Unsupported versions are not listed in the dropdown.
You can find your version number in kinfocenter, can you confirm it?
I got the dialog correctly trying your steps.
I don't really understand how your bug would come about, dialogs would be
parented to the desktopview not the panel. Can you provide a screenshot?
