That seems like a separate issue to me. I don't have the 'Add language…' button
greyed out, and I had no problem adding languages in the KCM post-install.

Reading your comment once more, I'm a tad confused. Do user accounts by default
already inherit the language preferences set in Ubiquity? If so, is it just a
visual thing that the default language is not displayed in the KCM?
